What does he mean by this?
It means that parents can metaphorically devour their children by over-protecting them (usually mothers) or forcing them into an overly orderly existence (usually fathers). Either of those strategies cuts the child off from contact with the positive aspect of the unknown that allows creativity, growth, and individuality.

That line actually comes from his thoughts on the Soviet Union where millions of people starved to death to due their authoritarian regime :
“The Soviets produced posters in the 1930’s that said, essentially ‘Don’t forget, it’s wrong to eat your children’”
I agree. Peterson is a great fan of Russian authors.
